Cllr Hayley was first elected to Gateshead Council in 2007. He is a Governor at Kingsmeadow School in Dunston, and a trustee of Dunston Community Centre and Dunston Drop-In which provides youth work for young people. He was appointed to Gateshead Council’s Cabinet in 2015 and has had lead responsibility for Culture, Sport and Leisure including Community Safety, Economy and, from 2017, Children and Young People. He was elected as Deputy Leader in May 2025 which also covers the Council’s activities aimed at reducing the effects of multidimensional poverty in our communities. He has also served as one of Gateshead's representatives at Tyne and Wear Fire Authority since 2008.  He is married with three children and one grandchild.
